Meet the leadership team at Harbor Health! 

Our senior leadership team brings a variety of backgrounds and experiences to their work at Harbor Health. The team works together to support our mission, staff, and patients.

John O’Hara has served on Harbor Health’s Board for the past two years, most recently as treasurer. He transitioned to interim CEO in December 2024. He brings a deep background in healthcare to the role. Previously, he held leadership positions in teaching and community hospitals, an insurer, and a variety of multi-specialty physician organizations.

Todd joined Harbor from his most recent position as CFO of WordStream, Inc., a Boston based online marketing technology company.  He has also held financial leadership positions with Predilytics, a healthcare data analytics company, and Health Dialog, a population health management company.

Todd has a Bachelor of Arts degree from Bates College and a Masters Degree in Accounting from the University of Rhode Island, Graduate School of Business.

Art has deep experience as a CIO, a Chief Information Security Officer, and managing all software applications for multi-discipline healthcare organizations, including Cambridge Health Alliance.

Harley-Davidson

Harley Davidson joined Harbor Health in 2024 and leads operational strategies across Harbor’s community health centers. Before joiningHarley-Davidson Harbor, Harley served as the Chief Operating Officer at One Community Health in Hood River, Oregon, where he enhanced medical, dental, behavioral health, and perinatal services, improving access and outcomes for the community. In addition to his work at Harbor, he serves as a mentor with ACP, helping retiring veterans transition into the civilian workforce.

Harley holds a bachelor’s degree in business management from the University of Phoenix and a master’s degree in business and healthcare administration from Capella University.

Gretchen Reynard leads Harbor Health’s Elder Service Plan, a Massachusetts Program of All-Inclusive Care for the Elderly (PACE).  She joined Harbor in June 2019. 

Prior to joining Harbor, Gretchen led the transitional care and case management team, including over 100 providers and clinical staff, at a large physician practice in Massachusetts.  She also held director-level roles overseeing the clinical teams of several Senior Care Option plans in Massachusetts.  She also worked for several years as a nurse practitioner caring for geriatric patients.

Dr. Ilona Kopits has been a faculty member since 2008 in the Boston University Geriatrics Section, where she precepts primary care residents in their longitudinal geriatric outpatient clinic and geriatric fellows in their PACE rotation for the BU Geriatrics fellowship. Dr. Kopits completed her Family Medicine residency and Geriatrics fellowship training at Boston University Medical Center.

She served as a primary care physician with Upham’s PACE, the PACE organization of Upham’s Corner Health Center from 2008 to 2023. At Upham’s Corner, she established the PACE rotation for the BU Geriatrics Fellowship and provided medical leadership in developing the program’s first supportive housing unit in collaboration with the Boston Housing Authority. Dr. Kopits was a scholar at the Tideswell Leadership in Aging Program at UCSF in 2017 where her practicum project focused on this topic.

She served Associate Medical Director at Harbor Health Elder Service Plan, the PACE organization of Harbor Health Services, beginning in January 2024 and became Senior Medical Director in August 2024. She believes strongly in the PACE model and in providing opportunities for trainees to learn about care for this fragile population.

Jeff Markuns is the Senior Medical Director for Community Health Centers at Harbor Health Services. Additionally, he is a family medicine physician at Boston Medical Center and an assistant professor of family medicine at Boston University Chobanian & Avedisian School of Medicine.

Jeff has extensive international experience through the Boston University Family Medicine Global Health Collaborative, through which he led the Primary Health Care Performance Initiative (PHCPI), a partnership of the Bill & Melinda Gates Foundation, the World Bank, WHO, UNICEF, the Global Fund, Ariadne Labs and R4D in better measuring primary health care in low and middle-income countries. He has led primary care system strengthening programs in Cambodia, Laos, Myanmar, and Vietnam and led numerous workshops around the world focused on medical education and primary care development.

Dr. Markuns completed a medical education fellowship where he focused on training for CHC medical directors and is the founding Director of BU’s master’s program in Health Professions Education.  He has developed and organized countless fellowships to the U.S. for visiting professionals including practicing specialist physicians, health system administrators, and government policy-makers, including Ministers of Health, and is the Immediate Past President for the North America Region of the World Organization of Family Doctors (WONCA).

Ami Bowen joined Harbor Health in 2018 and leads the organization’s marketing, external relations, and development functions, as well as oversees grant management, community programs, and Harbor’s Women Infants and Children (WIC) program.

Ami began her career at international advertising and marketing consulting firms. While at Arnold Worldwide in Boston, her client work focused in New England markets. She made the move into the non-profit world in 2013, serving first as Director of Marketing and Communications and then as Director of Marketing and Development at the Animal Rescue League of Boston. In all of her roles, Ami has led program implementation, advocacy, outreach, community relations, and marketing initiatives to build and sustain an organization’s relevance and responsiveness to the communities it serves.

Ami received her bachelor’s degree in politics and a certificate in American studies from Princeton University and a Master of Business Administration from Boston University.

Rachael Cooper joined Harbor Health in 2010 as the Supervisor and then Manager of Client Services. In this role, she managed the social services, interpreting, and HIV services at Harbor Health.

In 2018, Rachael became the Director of Training and Organization Development, where she developed and implemented training programs for employees and supported organizational change initiatives. In March 2020, Rachael transitioned to the Director of Human Resources and was elevated to Vice President in 2022. Prior to joining Harbor, Rachael worked in statutory child protection services in London, UK and in social services at both non-profits and schools in the Boston area. Rachael’s commitment to Harbor’s mission is steadfast and incorporates her training as a social worker into her role as the Vice President of Human Resources.

Rachael received her undergraduate degree from Boston University in philosophy and political science and her master’s in social work at Goldsmiths College, University of London. She obtained her LICSW in Massachusetts in 2013 and her SHRM-CP in 2021.

Felicia serves as the Vice President of Compliance and Risk Management at Harbor Health Services, Inc., where she leads the organization’s enterprise-wide compliance, risk, and privacy initiatives across its Community Health Centers, Community Programs and PACE Program. With more than a decade of experience in healthcare compliance, she brings both strategic vision and hands-on operational expertise to her role.

Her background spans large health systems, private medical practices, and federally qualified health centers. Prior to joining Harbor Health, she served in senior compliance leadership roles at Compass Medical and Steward Health Care, where she developed and implemented compliance frameworks, led investigations, and supported organizations through complex audits and regulatory reviews.

She is certified in Healthcare Compliance (CHC), is a Certified Professional Compliance Officer (CPCO), and holds Physician Chart Auditor (PCA) certification.
